Proposed Code of Practice for the Supervision of TraineesActing under delegated authority (pursuant to Section 41 of the State Sector Act 1988) from the Chief Executive, Ministry of Economic Development and in accordance with the provisions of 36 (1)(f) of the Electricity Act 1992, I wish to advise that I intend to seek the approval of the Minister of Energy to issue a Code of Practice for the supervision of trainees who are carrying out electrical work under the Electricity Act 1992. Prior to seeking the above mentioned approval, the Ministry would like to offer all interested parties the opportunity to comment on the Proposed Code of Practice and, if applicable, contribute to a working party to develop a fully consulted document. The Ministry and the Board have introduced supervision guidelines for the "general electrical wiring sector" of the industry and the Electricity Engineers Association of New Zealand have also developed supervision guidelines for the "supply" sector of the industry. Despite the introduction of the guidelines, matters relating to the supervision of trainees continue to be drawn to the attention of the Ministry of the Board. While the supervision guidelines have proven beneficial to some in the industry, it is considered that a Code of Practice will provide employers, people who supervise trainees, and trainees, with certainty as to what is expected in the areas of providing and working under supervision. A Supervision Code of Practice would also be used by the Ministry and the Board as a baseline in judicial matters. It is envisaged that the two supervision guidelines, which have been developed with considerable input from both above-mentioned sectors of the industry, will form the basis of the proposed Code of Practice. The respective supervision guidelines are available on the Board website (www.ewrb.govt.nz) and the Electricity Engineers Association website (www.eea.co.nz). The Ministry invites comments on the proposed Code of Practice and in particular the subject material it should contain. Any comment must reach the undersigned by 7 May 2004. John Sickels
