Limited Certificate for Trainees (Limits of work and entitlement criteria)

The Electricity Amendment Act 2006 (the Amendment Act) changes the status of trainees and establishes specific limited certificate provisions for the Board to authorise trainees to engage in prescribed electrical work.

A trainee is a person who is undergoing instruction or training in any class of prescribed electrical work for the purpose of obtaining registration as a registered person; and includes an apprentice who is working in the electricity industry.

In view of the new legislative provisions the Board has made a decision to issue limited certificates to trainees. The duration of limited certificates is as shown in the following table:

Any application for renewal of a limited certificate will be granted provided the trainee has satisfied the Board that every attempt has been made to fulfill the initial issuing requirements (see below).

Limits of work Entitlement Criteria Applying for a Limited Certificate

A trainee may assist a Supervisor in doing any prescribed electrical work that is relevant to the particular class of registration being sought. That entitlement is provided the trainee holds a current Limited Certificate and is supervised by the nominated supervisor whose Practicing Licence allows that person to do the work.

A supervisor is a registered person (Electrical Inspector, Electrical Engineer, Electrician, Electrical Installer, Electrical Service Technician Electrical Appliance Serviceperson, Line Mechanic or Cable Jointer).

Definitions-

A "trainee" is entitled to undertake prescribed electrical work. A person who does not hold a Limited Certificate, even though he or she may be an apprentice, is not permitted to undertake or assist to undertake prescribed electrical work.

OBTAINING A Limited Certificate/card.

Such cards are mandatory under the Electricity Amendment Act 2006, from 1 April 2010. You must be a Board approved trainee for your experience to be acknowledged towards registration.

The card is issued with the obligation to complete the directed coursework and examinations during the currency thereof (see above table). The applicant will be advised of the required coursework and examination aspects at the time of issue.

The requirements for obtaining a card are:

  • The trainee's employer must support their application by completing the relevant section of the application form;
  • The applicant's safety tuition in CPR, Basic First Aid, Safe Working Practices and Testing to ensure safety must be valid. i.e carried out not more than 24 months prior to application for the card, or in the case of Line Mechanics and Cable Jointers the required 7 and 14 months.

ALTERNATIVELY - if you are an ETITO trainee, ETITO will collect the required information and apply on your behalf to the Board.

Notes:

  1. Please ensure that the application form is fully completed. Applications will not be processed unless the form is fully completed.
  2. Each application must be posted to the Registrar, Electrical Workers Registration Board, PO Box 10156, Wellington.
  3. All trainees should note that coursework covering safe-working practices, testing, cardiopulmonary resuscitation and first aid MUST have been completed within the previous 24 months at any point that electrical work is being undertaken. Once the coursework has lapsed, so has the entitlement to undertake the work.
  4. Coursework covering Site Safe aspects, where appropriately completed, will be noted on the identification card when issued.
