Building and Construction Sector (Strengthening Occupational Licensing Regimes) Amendment Bill
The Building and Construction Sector (Strengthening Occupational Licensing Regimes) Amendment Bill had its first reading in Parliament on 18 November 2025. It will change the Building Act 2004, the Plumbers, Gasfitters, and Drainlayers Act 2006, and the Electricity Act 1992.
The Bill aims to:
- clarify the functions of regulatory boards and registrars
- allow the regulatory boards greater flexibility when imposing penalties
- expand the powers of the Registrar of licensed building practitioners to triage and investigate with complaints
- improve flexibility of the licence renewal process for licensed building practitioners
- enable the Registrar of electrical workers to initiate complaints
- enable the making and enforcement of codes of ethics for electrical workers and licensed plumbers, gasfitters, and drainlayers
- increase the flexibility of the membership of the Plumbers, Gasfitters, and Drainlayers Board
- enable the Registrar of plumbers, gasfitters, and drainlayers to initiate complaints.
