Solar panel consent exemption changes

Changes to Schedule 1 of the Building Act started on Thursday 23 October 2025. These changes introduce new building consent exemptions for roof-mounted solar panel arrays.

The new solar panel array building consent exemptions allow for roof-mounted solar panel arrays to be installed without a building consent.

The Government first said the change was for rooftop solar on existing homes. It later extended the exemption to non-residential buildings to help more people use solar power in Aotearoa New Zealand.

The 2 new exemptions for roof-mounted solar panel arrays add to the existing exemptions for ground-mounted solar panel arrays.

The installation of roof-mounted solar panel arrays needs to be properly managed to avoid the risk of affecting the building’s structural integrity and weathertightness.

Although a building consent is not required, building owners still need to comply with the Building Code, local District Plan and the building consent exemption conditions.

The new exemptions are:

  1. Roof-mounted solar panel arrays that are less than 40 square metres in area and in a wind zone no greater than high.
  2. Roof-mounted solar panel arrays that are more than 40 square metres in area or in a wind zone greater than high. These must have the design carried out or reviewed by a Chartered Professional Engineer.
