Electricity (Prescribed Classes of Registration for Electrical Workers) Notice 2025

This notice is issued by the Electrical Workers Registration Board (“Board”) pursuant to sections 84 and 85 of the Electricity Act 1992. The notice follows the approval of the Minister for Building and Construction under section 89 and prescribes classes of registration, the electrical work that each class is authorised to do, and minimum requirements and standards for registration for each class.

The development of this notice has been guided by the principles set out in section 87 of the Electricity Act 1992.

Notice

1. Title

This notice is the Electricity (Prescribed Classes of Registration for Electrical Workers) Notice 2025.

2. Commencement

This notice commences on 4 August 2025, except for the following classes of registration:

3. Interpretation

Any term or expression that is defined in the Electricity Act 1992, Electricity Industry Act 2010, or the Electricity (Safety) Regulations 2010 and used, but not defined, in this notice has the same meaning as in the Act or Regulations.

In this Notice, unless the Notice otherwise requires:
PEW – means Prescribed Electrical Work.
ESR – means the Electricity (Safety) Regulations 2010.
Authorised – means in relation to a person; holds a current practising licence issued by the Electrical Workers Registration Board that approves the holder to carry out that PEW.
Medical cardiac protected area – means a patient treatment area that is classified as a cardiac-protected electrical area in accordance with the requirements of AS/NZS 3003.
Traction – means an electric system comprising of a network of conductors supplying electrical energy which is used for the propulsion of a vehicle that is required to be in continual contact with the system in order to operate.

4. Classes of Registration

The classes of registration are those set out in Schedule 1 of this notice.

5. Prescribed Electrical Work

The prescribed electrical work that a person is authorised to do or assist in doing by virtue of being a registered person of that particular class and holding a current practising licence is set out in Schedule 1 of this notice.

6. Minimum Standards for Registration

The minimum standards that persons must meet in order to be registered as registered persons and to be issued with practising licences for each class of registration are those set out in Schedule 2 of this notice.

7. Revocation

The Electricity (Prescribed Classes of Registration for Electrical Workers) Notice 2019, New Zealand Gazette,17 April 2019, Notice No. 2019-go1760(external link) and associated corrigendum New Zealand Gazette, 17 June 2019, Notice No. 2019-go2627(external link) (2019 Notices) are partially revoked (see clause 9).

The Electricity (Prescribed Classes of Registration for Electrical Workers) Notice 2023 New Zealand Gazette, 1 September 2023, Notice No. 2023-sl4075(external link) and associated corrigendum New Zealand Gazette, 2 October 2023, Notice No. 2023-sI4644(external link) are revoked.

8. 2019 Notice Remains Partially in Force

  1. Despite clause 7, the following classes of registration and their corresponding requirements for registration in the Electricity (Prescribed Classes of Registration for Electrical Workers) Notice 2019 remain in force until such time as they are revoked by this notice:
    1. Electrician
    2. Electrical Installer
    3. Electrical Service Technician
    4. Electrical Appliance Serviceperson.
  2. Subclause 8.1 and the references to the prescribed classes of registration in the Electricity (Prescribed Classes of Registration for Electrical Workers) Notice 2019 are revoked on 1 September 2026.

9. Transitional Provisions for Classes of Registration Being Revoked in 2026

  1. Before 1 September 2026, any person may be registered and issued with a practising licence for one of the classes of registration referred to in clause 8 of this Notice if that person met the minimum standards for the relevant class in the 2019 notice.
  2. From 1 September 2026, to be registered to perform the PEW of one or more of the relevant prescribed classes referred to in clause 8, a person must meet the requirements of this notice.

10. Registered persons must not work outside competence

A person registered under this notice may only carry out PEW if they are competent to do so.

Schedule 1 – Classes of Registration Designated by the Board

The classes of registration are designated by the Board under the Electricity Act 1992, section 84(1)(a) and the prescribed electrical work specified by the Board for each class under the Electricity Act 1992, section 84(1)(b).

A person may hold more than one class of registration concurrently.

1 Electrical Inspector (1) An Electrical Inspector may, subject to the limitations set out in (2):
  1. carry out PEW on installations, works and appliances;
  2. test any PEW of the type they are authorised to carry out;
  3. certify any PEW of the type they are authorised to carry out;
  4. supervise any person to carry out PEW;
  5. supervise a person to carry out an inspection of PEW;
  6. carry out inspection of any PEW of the type they are authorised to carry out.

(2) An Electrical Inspector must not carry out PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system.
2 Electrical Inspector (Endorsed Mining Operations) (1) A person that is an Electrical Inspector (Endorsed Mining Operations) and a licensed Electrical Inspector may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Inspector may carry out, in a mining operation.

(2)An Electrical Inspector (Endorsed Mining Operations) must not carry out PEW in a hazardous area, medical cardiac protected area or mains parallel generation system.
3 Electrical Inspector (Endorsed Hazardous Areas) (1) A person that is an Electrical Inspector (Endorsed Hazardous Areas) and a licensed Electrical Inspector may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Inspector may carry out, in a hazardous area.

(2)An Electrical Inspector (Endorsed Hazardous Areas) must not carry out PEW in a mining operation, medical cardiac protected area or mains parallel generation system.
4 Electrical Inspector (Endorsed Medical Cardiac Protected Areas) (1) A person that is an Electrical Inspector (Endorsed Medical Cardiac Areas) and a licensed Electrical Inspector may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Inspector may carry out, in a medical cardiac protected area.

(2) An Electrical Inspector (Endorsed Medical Cardiac Areas) must not carry out PEW in a mining operation, hazardous area or mains parallel generation system.
5 Electrical Inspector (Endorsed Mains Parallel Generation Systems) 1) A person that is an Electrical Inspector (Endorsed Mains Parallel Generation Systems) and a licensed Electrical Inspector may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Inspector may carry out, in mains parallel generation systems.

(2) An Electrical Inspector (Endorsed Mains Parallel Generation Systems) must not carry out PEW in a mining operation, hazardous area or medical cardiac protected area.
6 Electrician (1) An Electrician may, subject to the limitations set out in (2):
  1. carry out PEW on installations, works and appliances;
  2. test any PEW of the type they are authorised to carry out;
  3. certify any PEW of the type they are authorised to carry out;
  4. supervise one or two persons at one time to carry out PEW.

(2) An Electrician must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
7 Electrician (Endorsed Mining Operations) 1) A person that is an Electrician (Endorsed Mining Operations) and a licensed Electrician may, subject to the limitations set out in (2), perform PEW of a type that an Electrician may carry out, in a mining operation.

(2) An Electrician (Endorsed Mining Operations) must not:
  1. inspect PEW;
  2. carry out PEW in a hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
8 Electrician (Endorsed Hazardous Areas) (1) A person that is an Electrician (Endorsed Hazardous Areas) and a licensed Electrician may, subject to the limitations set out in (2), perform PEW of a type that an Electrician may carry out, in a hazardous area.

(2) An Electrician (Endorsed Hazardous Areas) must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
9 Electrician (Endorsed Medical Cardiac Protected Areas) (1) A person that is an Electrician (Endorsed Medical Cardiac Protected Areas) and a licensed Electrician may, subject to the limitations set out in (2), perform PEW of a type that an Electrician may carry out, in a medical cardiac protected area.

(2) An Electrician (Endorsed Medical Cardiac Protected Areas) must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
10 Electrician (Endorsed Mains Parallel Generation Systems) (1) A person that is an Electrician (Endorsed Mains Parallel Generation Systems) and a licensed Electrician may, subject to the limitations set out in (2), perform PEW of a type that an Electrician may carry out, in mains parallel generation systems.

(2) An Electrician (Endorsed Mains Parallel Generation Systems) must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area or medical cardiac protected area;
  3. supervise more than two persons at one time to carry out PEW.
11 Electrician (Endorsed Supervision) (1) A person that is an Electrician (Endorsed Supervision) and a licensed Electrician may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that an Electrician may carry out.

(2) An Electrician (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
12 Electrical Engineer (1) An Electrical Engineer may, subject to the limitations set out in (2):
  1. carry out PEW on installations, works and appliances;
  2. test any PEW of the type they are authorised to carry out;
  3. certify any PEW of the type they are authorised to carry out;
  4. supervise one or two persons at one time to carry out PEW.
(2) An Electrical Engineer must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
13 Electrical Engineer (Endorsed Mining Operations) (1) A person that is an Electrical Engineer (Endorsed Mining Operations) and a licensed Electrical Engineer may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Engineer may carry out, in a mining operation.

(2) An Electrical Engineer (Endorsed Mining Operations) must not:
  1. inspect PEW;
  2. carry out PEW in a hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
14 Electrical Engineer (Endorsed Hazardous Areas) (1) A person that is an Electrical Engineer (Endorsed Hazardous Areas) and a licensed Electrical Engineer may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Engineer may carry out, in a hazardous area.

(2) An Electrical Engineer (Endorsed Hazardous Areas) must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW
15 Electrical Engineer (Endorsed Medical Cardiac Protected Areas) (1) A person that is an Electrical Engineer (Endorsed Medical Cardiac Protected Areas) and a licensed Electrical Engineer may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Engineer may carry out, in a medical cardiac protected area. 

(2) An Electrical Engineer (Endorsed Medical Cardiac Protected Areas) must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
16 Electrical Engineer (Endorsed Mains Parallel Generation Systems) (1) A person that is an Electrical Engineer (Endorsed Mains Parallel Generation Systems) and a licensed Electrical Engineer may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Engineer may carry out, in mains parallel generation systems.

(2) An Electrical Engineer (Endorsed Mains Parallel Generation Systems) must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area or medical cardiac protected area;
  3. supervise more than two persons at one time to carry out PEW.
17 Electrical Engineer (Endorsed Supervision) (1) A person that is an Electrical Engineer (Endorsed Supervision) and a licensed Electrical Engineer may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that an Electrical Engineer may carry out.

(2) An Electrical Engineer (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
18 Electrical Installer (1) An Electrical Installer may, subject to the limitations set out in (2):
  1. carry out general and low-risk PEW on installations excluding maintenance of any work included in regulation 6A(2) of the ESR
  2. carry out any PEW on works;
  3. carry out any PEW on appliances;
  4. test any PEW of the type they are authorised to carry out;
  5. certify any PEW of the type they are authorised to carry out;
  6. supervise one or two persons at one time to carry out PEW.
(2) An Electrical Installer must not:
  1. carry out any high-risk PEW;
  2. inspect PEW;
  3. carry out PEW in a hazardous area, medical cardiac protected area, mining operation or mains parallel generation system
  4. supervise more than two persons at one time to carry out PEW.
19 Electrical Installer (Endorsed Hazardous Areas) (1) A person that is an Electrical Installer (Endorsed Hazardous Areas) and a licensed Electrical Installer may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Installer may carry out, in a hazardous area.

(2) An Electrical Installer (Endorsed Hazardous Areas) must not:
  1. carry out any high-risk PEW (other than authorised PEW in a hazardous area);
  2. inspect PEW;
  3. carry out PEW in a mining operation, medical cardiac protected area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
20 Electrical Installer (Endorsed Medical Cardiac Protected Areas) (1) A person that is an Electrical Installer (Endorsed Medical Cardiac Protected Areas) and a licensed Electrical Installer may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Installer may carry out, in a medical cardiac protected area.

(2) An Electrical Installer (Endorsed Medical Cardiac Protected Areas) must not:
  1. carry out any high-risk PEW (other than authorised PEW in a medical cardiac protected area);
  2. inspect PEW;
  3. carry out PEW in a mining operation, hazardous area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
21 Electrical Installer (Endorsed Supervision) (1) A person that is an Electrical Installer (Endorsed Supervision) and a licensed Electrical Installer may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that an Electrical Installer may carry out.

(2) An Electrical Installer (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
22 Electrical Service Technician (1) An Electrical Service Technician may, subject to the limitations set out in (2):
  1. carry out low-risk PEW on installations excluding:
    1. replacement of conductors in installations;
    2. any work on a switchboard;
    3. maintenance of any work included in regulation 6A(2) of the ESR;
  2. carry out the maintenance of fittings in works excluding replacement of electric lines in works;
  3. carry out any PEW on appliances;
  4. test any PEW of the type they are authorised to carry out;
  5. certify any PEW of the type they are authorised to carry out;
  6. supervise one or two persons at one time to carry out PEW.
(2) An Electrical Service Technician must not:
  1. carry out general or high-risk PEW on any installations;
  2. inspect PEW;
  3. carry out PEW in a hazardous area, medical cardiac protected area, mining operation or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
23 Electrical Service Technician (Endorsed Mining Operations) (1) A person that is an Electrical Service Technician (Endorsed Mining Operations) and a licensed Electrical Service Technician may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Service Technician may carry out, in a mining operation.

(2) An Electrical Service Technician (Endorsed Mining Operations) must not:
  1. carry out general or high-risk PEW on any installations (other than authorised PEW in a mining operation);
  2. inspect PEW;
  3. carry out PEW in a hazardous area, medical cardiac protected area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
24 Electrical Service Technician (Endorsed Hazardous Areas) (1) A person that is an Electrical Service Technician (Endorsed Hazardous Areas) and a licensed Electrical Service Technician may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Service Technician may carry out, in a hazardous area.

(2) An Electrical Service Technician (Endorsed Hazardous Areas) must not:
  1. carry out general or high-risk PEW on any installations (other than authorised PEW in a hazardous area);
  2. inspect PEW;
  3. carry out PEW in a mining operation, medical cardiac protected area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
25 Electrical Service Technician (Endorsed Medical Cardiac Protected Areas) (1) A person that is an Electrical Service Technician (Endorsed Medical Cardiac Protected Areas) and a licensed Electrical Service Technician may, subject to the limitations set out in (2), perform PEW of a type that an Electrical Service Technician may carry out, in a medical cardiac protected area.

(2) An Electrical Service Technician (Endorsed Medical Cardiac Protected Areas) must not:
  1. carry out general or high-risk PEW on any installations (other than authorised PEW in a medical cardiac protected area);
  2. inspect PEW;
  3. carry out PEW in a mining operation, hazardous area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
26 Electrical Service Technician (Endorsed Supervision) (1) A person that is an Electrical Service Technician (Endorsed Supervision) and a licensed Electrical Service Technician may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that an Electrical Service Technician may carry out.

(2) An Electrical Service Technician (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
27 Electrical Appliance Serviceperson (1) An Electrical Appliance Serviceperson may, subject to the limitations set out in (2):
  1. carry out maintenance work on an appliance;
  2. carry out the disconnection or reconnection of fittings to or from a power supply, provided that the electrical rating is not greater than 250 volts and the work is required for the maintenance of an appliance;
  3. test any PEW of the type they are authorised to carry out;
  4. certify any PEW of the type they are authorised to carry out;
  5. supervise one or two persons at one time to carry out PEW.

(2) An Electrical Appliance Serviceperson must not:
  1. carry out any PEW on installations and works;
  2. inspect PEW;
  3. carry out PEW in a medical cardiac protected area, mining operation, hazardous area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
28 Electrical Appliance Serviceperson (Endorsed Medical Cardiac Protected Areas) (1) A person that is an Electrical Appliance Serviceperson (Endorsed Medical Cardiac Protected Areas) and a licensed Electrical Appliance Serviceperson may, subject to the limitations set out in (2), do PEW of a type that an Electrical Appliance Serviceperson may carry out, in a medical cardiac protected area.

(2) An Electrical Appliance Serviceperson (Endorsed Medical Cardiac Protected Areas) must not:
  1. carry out any PEW on installations and works;
  2. inspect PEW;
  3. carry out PEW in a mining operation, hazardous area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
29 Electrical Appliance Serviceperson (Endorsed Supervision) (1) A person that is an Electrical Appliance Serviceperson (Endorsed Supervision) and a licensed Electrical Appliance Serviceperson may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that an Electrical Appliance Serviceperson may carry out.

(2) An Electrical Appliance Serviceperson (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
30 Associated Tradesperson (1) An Associated Tradesperson may, subject to the limitations set out in (2), carry out the following on installations and appliances:
  1. for registered and licensed Plumbers and Gasfitters:
    1. carry out the electrical maintenance of appliances associated with their trade, including the disconnection or reconnection of fittings to or from a power supply, provided that the electrical rating is not greater than 250 volts and 16 amperes and the work is required for the maintenance of an appliance;
    2. test any PEW of the type they are authorised to carry out;
    3. certify any PEW of the type they are authorised to carry out.
  2. for Licensed Building Practitioners holding a current Carpentry Licence:
    1. carry out the disconnection or reconnection of fittings to or from a power supply provided that the electrical rating of the fitting is not greater than 250 volts and 16 amperes and the work is required to directly facilitate the work associated with their trade;
    2. test any PEW of the type they are authorised to perform;
    3. certify any PEW of the type they are authorised to perform.
(2) An Associated Tradesperson must not:
  1. carry out any high-risk or general PEW;
  2. carry out the disconnection or reconnection of fittings or maintenance of any work included in regulation 6A(2) ESR;
  3. carry out the replacement or extension of conductors in installations;
  4. carry out any PEW in or on:
    1. a switchboard;
    2. works;
    3. a mining operation;
    4. a hazardous area;
    5. a medical cardiac protected area;
    6. a mains parallel generation system;
  5. supervise any person to carry out PEW;
  6. inspect any PEW.
31 Transmission Line Mechanic (1) A Transmission Line Mechanic may, subject to the limitations set out in (2):
  1. carry out any PEW but only in relation to fittings and lines used in transmission;
  2. test any PEW of the type they are authorised to carry out;
  3. supervise one or two persons at one time to carry out PEW.
(2) A Transmission Line Mechanic must not:
  1. inspect PEW;
  2. carry out any PEW on appliances;
  3. carry out any PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
32 Transmission Line Mechanic (Endorsed Supervision) (1) A person that is a Transmission Line Mechanic (Endorsed Supervision) and a licensed Transmission Line Mechanic may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that a Transmission Line Mechanic may carry out.

(2) A Transmission Line Mechanic (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
33 Traction Line Mechanic 1) A Traction Line Mechanic may, subject to the limitations set out in (2):
  1. carry out any PEW but only in relation to electric lines that form part of traction infrastructure;
  2. test any PEW of the type they are authorised to carry out;
  3. certify any PEW of the type they are authorised to carry out;
  4. supervise one or two persons at one time to carry out PEW.
(2) A Traction Line Mechanic must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
34 Traction Line Mechanic (Endorsed Mining Operations) (1) A person that is a Traction Line Mechanic (Endorsed Mining Operations) and a licensed Traction Line Mechanic may, subject to the limitations set out in (2), perform PEW of a type that a Traction Line Mechanic may carry out, in a mining operation.

(2) A Traction Line Mechanic (Endorsed Mining Operations) must not:
  1. inspect PEW;
  2. carry out PEW in a hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
35 Traction Line Mechanic (Endorsed Supervision) (1) A person that is a Traction Line Mechanic (Endorsed Supervision) and a licensed Traction Line Mechanic may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that a Traction Line Mechanic may carry out.

(2) A Traction Line Mechanic (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
36 Distribution Line Mechanic (1) A Distribution Line Mechanic may, subject to the limitations set out in (2):
  1. carry out any PEW but only in relation to conductors used as electric lines;
  2. carry out any PEW necessary to allow the safe reinstatement of a supply to an installation following a loss of supply due to a fault situation. This includes any work on the main switchboard and on the consumers mains, including the fittings, but does not extend to sub-circuits and their protective devices;
  3. test any PEW of the type they are authorised to carry out;
  4. certify any PEW of the type they are authorised to carry out;
  5. supervise one or two persons at one time to carry out PEW.
(2) A Distribution Line Mechanic must not:
  1. inspect PEW;
  2. carry out any PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
37 Distribution Line Mechanic (Endorsed Supervision) (1) A person that is a Distribution Line Mechanic (Endorsed Supervision) and a licensed Distribution Line Mechanic may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that a Distribution Line Mechanic may carry out.

(2) A Distribution Line Mechanic (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
38 Substation Maintainer (1) A Substation Maintainer may, subject to the limitations set out in (2):
  1. carry out any PEW but only in relation to maintenance within a substation;
  2. test any PEW of the type they are authorised to carry out;
  3. certify any PEW of the type they are authorised to carry out;
  4. supervise one or two persons at one time to carry out PEW.
(2) A Substation Maintainer must not:
  1. inspect PEW;
  2. carry out PEW in a mining operation, hazardous area, medical cardiac protected area or mains parallel generation system;
  3. supervise more than two persons at one time to carry out PEW.
39 Substation Maintainer (Endorsed Supervision) (1) A person that is a Substation Maintainer (Endorsed Supervision) and a licensed Substation Maintainer may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that a Substation Maintainer may carry out.

(2) A Substation Maintainer (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.
40 Cable Jointer (1) A Cable Jointer may, subject to the limitations set out in (2):
  1. carry out any PEW but only in relation to the maintenance and joining of cables and work associated with the connection and disconnection and fittings of those cables;
  2. test any PEW of the type they are authorised to carry out;
  3. certify any PEW of the type they are authorised to carry out;
  4. supervise one or two persons at one time to carry out PEW.
(2) A Cable Jointer must not:
  1. inspect PEW;
  2. carry out PEW on appliances;
  3. carry out PEW in a mining operation, hazardous area, medical cardiac protected area, or mains parallel generation system;
  4. supervise more than two persons at one time to carry out PEW.
41 Cable Jointer (Endorsed Supervision) (1) A person that is a Cable Jointer (Endorsed Supervision) and a licensed Cable Joiner may, subject to the limitations set out in (2), supervise more than two persons at one time to carry out PEW of a type that a Cable Jointer may carry out.

(2) A Cable Jointer (Endorsed Supervision) must not supervise others to carry out PEW of a type they themselves are not authorised to perform.

Schedule 2 – Minimum Standards for Registration Prescribed by the Board

The minimum standards for registration, for each class of registration, are prescribed by the Board under the Electricity Act 1992, section 85(1)(a).

A person may concurrently hold registration in more than one class of registration.

2 Electrical Inspector (Endorsed Mining Operations) Those seeking registration as an Electrical Inspector (Endorsed Mining Operations) must have:
  1. held registration as an Electrical Inspector for a period of not less than 2 years; and
  2. completed not less than 2 years of practical experience in the PEW of an Electrical Inspector; and
  3. completed not less than one year of practical experience in a mining operation or substantially similar practical experience satisfactory to the Board; and
  4. adequate knowledge, training, skills, and experience satisfactory to the Board of:
    1. the control of earth potential rise; and
    2. the use of relocatable mining electrical equipment; and
    3. the performance of safety functions required for mining activities and mining electrical equipment; and
    4. risk management.
3 Electrical Inspector (Endorsed Hazardous Areas) Those seeking registration as an Electrical Inspector (Endorsed Hazardous Areas) must have:
  1. held registration as an Electrical Inspector for a period of not less than 2 years; and
  2. completed not less than 2 years of practical experience in the PEW of an Electrical Inspector; and
  3. completed not less than one year of practical experience in a hazardous area or substantially similar practical experience satisfactory to the Board; and
  4. adequate knowledge, training, skills, and experience satisfactory to the Board of:
    1. the control of the types and degree of explosion hazards; and
    2. the use of explosive-protection techniques; and
    3. the performance of safety functions that are required for hazardous areas and explosion-protected electrical equipment; and
    4. risk management including safety assessment requirements.
4 Electrical Inspector (Endorsed Medical Cardiac Protected Areas) Those seeking registration as an Electrical Inspector (Endorsed Medical Cardiac Protected Area) must have:
  1. held registration as an Electrical Inspector for a period of not less than 2 years; and
  2. completed not less than 2 years of practical experience in the PEW of an Electrical Inspector; and
  3. completed not less than one year of practical experience in a medical cardiac protected area or substantially similar practical experience satisfactory to the Board; and
  4. adequate knowledge, training, skills, and experience satisfactory to the Board of:
    1. the control of micro and macro shock hazards; and
    2. the use of equipotential earthing protection; and
    3. the performance of safety functions required for cardiac and body protected areas and medical equipment; and
    4. risk management and inspection.
5 Electrical Inspector (Endorsed Mains Parallel Generation Systems) Those seeking registration as an Electrical Inspector (Endorsed Mains Parallel Generation Systems) must have:
  1. held registration as an Electrical Inspector for a period of not less than 2 years; and
  2. completed not less than 2 years of practical experience in the PEW of an Electrical Inspector; and
  3. adequate knowledge, training, skills, and experience satisfactory to the Board of:
    1. the appropriate design, control and protection of wiring systems and equipment; and
    2. installation requirements of energy systems including inverter systems for injection of electricity through an installation to a network; and
    3. the performance of safety functions required for mains parallel generation systems; and
    4. risk management.
6 Electrician Those seeking registration as an Electrician must have:
  1. passed a Board-approved Electrician theoretical written examination; and
  2. passed a Board-approved Electrician regulatory written examination; and
  3. passed a Board-approved Electrician practical examination; and
  4. either
    1. completed 4 years practical work experience and on job training, in carrying out PEW that is satisfactory to the Board; or
    2. held registration as an Electrical Installer for a period not less than one-year, and completed not less than one-year practical experience in the PEW of an Electrical Installer;
or, in place of (1) to (4) inclusive:
  1. completed a Board-approved level 4 Electrician competency-based training programme.
7 Electrician (Endorsed Mining Operations) Those seeking registration as an Electrician (Endorsed Mining Operations) must have:
  1. held registration as an Electrician for a period of not less than 2 years; and
  2. completed not less than 2 years of practical experience in the PEW of an Electrician; and
  3. completed not less than one year of practical experience in a mining operation or substantially similar practical experience satisfactory to the Board; and
  4. adequate knowledge, training, skills, and experience satisfactory to the Board of:

    3. the performance of safe and compliant supervision functions in the workplace; and
    4. risk management.
12 Electrical Engineer Those seeking registration as an Electrical Engineer must hold:
  1. a Bachelor of Engineering (Electrical) qualification, Bachelor of Engineering Technology (Electrical), or a NZ Diploma in Engineering (Electrical) (Level 6); or
  2. an equivalent electrical engineering qualification that is satisfactory to the Board;
and, in addition to the above, must have:
  1. passed a Board-approved Electrician regulatory written examination; and
  2. passed a Board-approved Electrician practical examination; and
  3. completed not less than 2 years of practical work experience and on job training in carrying out PEW that is satisfactory to the Board.
13 Electrical Engineer (Endorsed Mining Operations) Those seeking registration as an Electrical Engineer (Endorsed Mining Operations) must have:
  1. held registration as an Electrical Engineer for a period of not less than 2 years; and
  2. completed not less than 2 years of practical experience in the PEW of an Electrical Engineer; and
  3. completed not less than one year of practical experience in a mining operation or substantially similar practical experience satisfactory to the Board; and
  4. adequate knowledge, training, skills, and experience satisfactory to the Board of:
    1. the control of earth potential rise; and
    2. the use of relocatable mining electrical equipment; and
    3. the performance of safety functions required for mining activities and mining electrical equipment; and
    4. risk management.

18 Electrical Installer Those seeking registration as an Electrical Installer must have:

30 Associated Tradesperson Those seeking registration as an Associated Tradesperson must:
  1. either:
    1. be registered and licensed as a plumber and/or a gasfitter by the Plumbers, Gasfitters, and Drainlayers Board; or
    2. be a Licensed Building Practitioner holding a current Carpentry Licence; and
  2. have passed a Board-approved Associated Tradesperson written theoretical examination; and
  3. have passed a Board-approved Associated Tradesperson practical examination.
31 Transmission Line Mechanic Those seeking registration as a Transmission Line Mechanic must have:
  1. passed a Board-approved Transmission Line Mechanic examination; and
  2. completed 2 years’ experience in the work of a Transmission Line Mechanic that is satisfactory to the Board;

38 Substation Maintainer Those seeking registration as a Substation Maintainer must have:
  1. passed a Board-approved Substation Maintainer examination; and
  2. completed 3 years’ experience in the work of a Substation Maintainer that is satisfactory to the Board;
or, in place of (1) and (2) above:
  1. completed a Board-approved level 4 Substation Maintainer competency-based training programme.
39 Substation Maintainer (Endorsed Supervision) Those seeking registration as a Substation Maintainer (Endorsed Supervision) must have:
  1. held registration as a Substation Maintainer for a period of not less than 12 months; and
  2. completed not less than 12 months of practical experience in the PEW of a Substation Maintainer; and
  3. adequate knowledge, training, skills, and experience satisfactory to the Board of:
    1. the control of electrical hazards; and
    2. the use of the Board’s supervision policy and guides; and
    3. the performance of safe and compliant supervision functions in the workplace; and
    4. risk management.
40 Cable Jointer Those seeking registration as a Cable Jointer must have:
  1. passed a Board-approved Cable Jointer examination; and
  2. completed 2 years’ experience in the work of a Cable Jointer that is satisfactory to the Board;
or, in place of (1) and (2) above:
  1. completed a Board-approved level 4 Cable Jointer competency-based training programme.
41 Cable Jointer (Endorsed Supervision) Those seeking registration as a Cable Jointer (Endorsed Supervision) must have:
  1. held registration as a Cable Jointer for a period of not less than 12 months; and
  2. completed not less than 12 months of practical experience in the PEW of a Cable Joiner; and

The Electrical Workers Registration Board (“Board”) has responsibility for the registration and licensing of electrical workers.
